How artificial intelligence is used in Canadian immigration :-


During a press conference in Vancouver, Immigration Minister Sean Fraser clarified that artificial intelligence (AI) does not make the final decisions on Canadian immigration applications. Instead, he explained that AI is utilized in Canadian immigration to assist with tasks that would typically require human involvement, aiming to streamline the application process and improve efficiency.

The Immigration, Refugees and Citizenship Canada (IRCC) is actively implementing AI and technology to digitize and modernize the immigration system, particularly in the processing of applications. Minister Fraser highlighted that AI has played a role in processing 98% of spousal Temporary Resident Visa (TRV) applications, leading to faster processing times. He mentioned that new spousal TRV applicants can now expect a processing time of only 30 days, thanks to the application streamlining facilitated by AI.

Minister Fraser made these comments about AI in response to public concerns regarding its use in decision-making and potential biases. There is a growing worry that AI, relying on historical data, may perpetuate inequalities and reduce transparency in decision-making processes.

To address these concerns, IRCC clarified that AI is not making independent decisions. The department follows principles of transparency, accountability, legality, and procedural fairness outlined by the Canadian Charter of Rights and Freedoms. Decisions are made by human officers, and applicants have the right to reasonable and understandable explanations.

IRCC has implemented safeguards, such as mandatory Algorithmic Impact Assessments (AIAs) for new algorithms, which assess the risks, mitigation strategies, and impacts of proposed algorithms. The department also requires assessments of algorithm impacts, quality assurance measures, and proactive disclosures about algorithm usage.

Minister Fraser emphasized that AI does not make final decisions for immigration applicants, and human officers retain the responsibility for eligibility determinations. He assured that it is not possible for anyone to be denied through AI alone.

Overall, the comments were made to assure the public that AI is used within a framework of fairness, accountability, and human oversight in the application processing of Canadian immigration.
